NJ SPARTA — Planning Board hears Highlands conformance presentation; decision rests with Council. The board held a joint informational session with Township Council to receive an advisory presentation on the Highlands Council's Planning Area Conformance Assessment. Allison Bitner, Principal Planner for the Highlands Council, presented findings showing that approximately 54 percent of Sparta Township, or 13,300 acres, is located within the Highlands Planning Area, and that Sparta's Master Plan is largely consistent with Highlands objectives.
Board members raised questions about economic development, affordable housing, and municipal parks. If the Township Council decides to pursue voluntary conformance, the process would require adoption of multiple planning documents with implementation estimated at approximately two years.
